Little research has explored relationships between prenatal substance use policies and rates of maternal mortality across all 50 states, despite evidence that prenatal substance use elevates risk of maternal death. Carl Schmitt's Concept of the Political advances an understanding of the political in which the political is assessed in terms of the autonomy of the friend-and-enemy distinction. This article questions the autonomous foundations of Schmitt's concept of the political. Ultimately, Schmitt's desire to establish the autonomous nature of the political, allowing the specifically political antithesis to achieve mastery over all other forms of discourse, is replete with paradox. Whilst Schmitt endeavours to establish the autonomy of the political—where the political is (...) free from interference from other domains—it is argued that his account of the political is highly dependent on the state. More critically, Schmitt's depiction of the political as autonomous is a strategic manoeuvre to establish the autonomy of the domain of the political vis-à-vis other conceptual domains. (shrink)

Many situations require the simultaneous processing of auditory and visual information, however, stimuli presented to one sensory modality can sometimes interfere with processing in a second sensory modality (i.e., modality dominance). The current study further investigated modality dominance by examining how task demands and bimodal presentation affect speeded auditory and visual discriminations. Participants in the current study had to quickly determine if two words, two pictures, or two word-picture pairings were the same or different, and we manipulated task demands across (...) three different conditions. In an immediate recognition task, there was only one second between the two stimuli/stimulus pairs and auditory dominance was found. Compared to the respective unimodal baselines, pairing pictures and words together slowed down visual responses and sped up auditory responses. Increasing the interstimulus interval to four seconds and blocking verbal rehearsal weakened auditory dominance effects, however, conflicting and redundant visual cues sped up auditory discriminations. Thus, simultaneously presenting pictures and words had different effects on auditory and visual processing, with bimodal presentation slowing down visual processing and speeding up auditory processing. These findings are consistent with a proposed mechanism underlying auditory dominance, which posits that auditory stimuli automatically grab attention and attenuate/delay visual processing. (shrink)

Hunger continues to be one of humanity's greatest challenges despite the existence of a more-than-adequate global food supply equal to 2,800 kilocalories for every person every day. In measuring progress, policy-makers and concerned citizens across the globe rely on information supplied by the Food and Agriculture Organization (FAO), an agency of the United Nations. In 2010 the FAO reported that in the wake of the 2007–2008 food-price spikes and global economic crisis, the number of people experiencing hunger worldwide since 2005–2007 (...) had increased by 150 million, rising above 1 billion in 2009. However, in itsState of Food Insecurity in the World 2012(SOFI 12) the FAO presented new estimates, having revamped its methods and reinterpreted its hunger data back to 1990. The revised numbers for the period 1990–1992 to 2010–2012 reverse the trend to a steadily falling one. Based on the FAO's new calculations, extreme undernourishment peaked in 1990 at a record-breaking one billion, followed by a significant decline through 2006, when progress stalled but did not reverse (see chart below). The rhetoric of Principia Ethica, as of not a few philosophy books, is that of the clean break. Moore claims that the vast majority of previous writing on ethics has been misguided and that an entirely new start is needed. In its time, however, the book’s claims to novelty were widely disputed. Reviews in Mind, Ethics, and The Journal of Philosophy applauded the clarity of Moore’s criticisms of Mill, Spencer, and others, but said they were “not altogether original,” (...) had for the most part “already been brought out by other critics,” and were even “the standard criticisms.”1 To the Mind reviewer, “The book indicates throughout how strongly the author has been affected by Sidgwick’s views.”2 Hastings Rashdall rejected as historically inaccurate Moore’s claim that only Sidgwick before him had recognized that “good” is indefinable: “To say nothing of writers who (like Mr. Moore and myself) learned the doctrine largely from Sidgwick, I should contend that it was taught with sufficient distinctness by Plato ..., Aristotle, and a host of other writers who have studied in their school.”3 Rashdall also described Moore’s principle of organic unities as just “a new and striking way of stating a very old truth.”4 Some recent commentators have taken a similar line. Bernard Williams has said that much of Principia Ethica comes from Sidgwick,5 while Thomas Baldwin, discussing the book’s substantive values, has said the principle of organic unities “was expressly stated by Bradley,” while “McTaggart had for some years extolled the value of love, and the value of art is a central theme of romanticism.”.
